Performance of the duties and responsibilities for this position may require the incumbent to make Temporary Duty (TDY) trips of both short and/or long duration to locations in both CONUS (US) and OCONUS (overseas) and to travel on military transport. These trips may be up to 6 months in duration or longer, depending on circumstances. Selected individuals will be able to deploy within 5 days of notification, and deploy to contingency location in 15 days.

TDY may be in remote and dangerous locations and living conditions may be extremely austere, including, but not limited to: living in tents or temporary buildings, general lack of privacy, lack of recreational opportunities during off duty hours, eating of pre-packaged rations or in military dining facilities which may limit accommodation of special diets, showers may be communal or in makeshift facilities, limited opportunities to phone home, delayed mail deliveries, etc.

This position will be filled on a permanent basis.

DUTIES

As an Architect, Civil Engineer, Mechanical Engineer, Electrical Engineer or General Engineer you will perform the following duties….

Serves as a Senior Project Engineer responsible for performing and directing the full range of field and office engineering activities associated with construction operations at the Project Office. Supervises work operations of a variety and complexity at the project offices. Applies an extensive knowledge of management concepts, principles, methods and practices as well as professional knowledge of methods, practices, and processes of general, civil, structural, mechanical or electrical engineering and specialized knowledge of science disciplines such as soils, mechanics, hydraulics, theory of structures, strength of materials, engineering geology, thermodynamics, electrical power circuitry and surveying together with practical knowledge of construction methods and techniques in accomplishing assignments. Applies practical knowledge of construction methods and techniques in accomplishing assignments. Construction is performed under rigid completion schedules and requires strict adherence to safety standards. Projects usually entail multi-million dollar expenditures.**

Experience required:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: knowledge of and skill in Technical Oversight, Contracting Authorities, and Safety. Plans, schedules, monitors and controls the full range of construction operations. Participate in design criteria studies and design review conferences, review and process shop drawings, pay estimates and other contractor submittals. Conducts and attends pre-construction conferences, regular construction status meetings, and periodic safety meeting. Provide significant and innovative recommendations for advancing programs and/or methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Basic Requirements for Engineer:

A bachelor’s degree (or higher) in professional engineering. To be acceptable, the curriculum must (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials (stress-strain relationships); (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials (relating particle and aggregate structure to properties); and (7) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR–

A combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Currently registered as a Professional Engineer (PE) by any state, the District of Columbia, Guam, or Puerto Rico.

Successfully passed the Engineer-in-Training (EIT) examination or the written test required for professional registration, which is administered by the Board of Engineering Examiners in the various states, the District of Columbia, Guam and Puerto Rico.

Successful completion of at least 60 semester hours or 90 quarter hours of college-level courses in the physical, mathematical, and engineering sciences and in engineering that included courses specified in the basic requirement. These courses must be fully acceptable towards meeting the requirements of a professional engineering curriculum as described above.

Successful completion of curriculum leading to a bachelor’s degree in engineering technology or in an appropriate professional field, such as: physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, AND at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Note: you must specify in your resume that the work experience was completed under professional engineering supervision.

Education requirement for the Architect-0808:

Degree: A degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:

1.Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. 2.Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect’s office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

The person selected for this position must sign a statement of understanding and an agreement to continue to perform the duties of this position in the event of a crisis until relieved by proper authority. Prior to appointment to this position, you must sign a statement documenting your consent to be immunized with the complete anthrax vaccination series and subsequent annual boosters. This is a condition of employment. If selectee has family members overseas, they will be evacuated from the crisis zone with the same priority as other DoD-sponsored evacuees. Members of Ready Reserve must be released from reserve status to go into emergency essential positions.

Successful completion of a pre-placement physical examination is required.

This position requires travel to other overseas duty locations approximately 25% of the time.

The individual selected must be able to obtain a government vehicle drivers license.

Career Program (CP)-18

Work may entail extended work shift of 12-16 hours a day. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local eoc so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.
